The legal framework changes from one country to another
These rules do not apply in the same way elsewhere in Europe: Germany and Switzerland restrict use to private land, and Spain leaves the decision to the municipalities.
Road-legal electric scooters and electric skateboards: the regulations country by country
In France, an electric skateboard such as the Stern' is an EDPM (engin de déplacement personnel motorisé, or powered personal transporter), a status created by Decree No. 2019-1082 of 23 October 2019. In practice: speed limited to 25 km/h, cycle paths and roads with a 50 km/h limit allowed, pavements prohibited unless the local council authorises it, minimum age 14, third-party liability insurance compulsory.
